is this only available on steam to buy/download?

Its also available as download directly from BIS' online store.
But I think you'll find it cheapest in some retail store.
Over here in Norway I have seen ArmA2 Combined Ops (ArmA2+OA) cheaper in retail than OA alone.
British Armed Forces (BAF) and Private Military Company (PMC) are still only available as DLC, but they will both be released in retail bundled as ArmA2 Re-enforcements in a few weeks.
You dont need to buy BAF and PMC in order to play on servers that require them though. The latest OA patch contain lite-versions of the BAF and PMC content (slightly lower resolution textures and sounds).
